Mr. Chairman, I would like to ask unanimous consent that we put in the record a study by Dr. Benjamin Santer, atmospheric scientist at Lawrence Livermore National Laboratory, where he says neither volcanoes nor the sun nor internal variability nor any combination of those natural factors can plausibly explain the atmospheric temperature changes we have actually observed from space since 1979.
Waxman requests to include a study refuting natural factors as causes of temperature changes.
