And my colleagues, the issue is, if we don't build this pipeline, can that tar sands oil be trucked? Can it be taken to market? And I submit that if it's not, if we don't build this tar sands pipeline, they're not going to be able to afford to truck it anywhere else. They're trying to get us to help bail them out with this dirty tar sands oil so they can use the United States to help Canadian oil production, and we ought to say ``no.''
