This Congress and the leadership of this Congress has done exactly what the tobacco industry has wanted it to do. It has stopped any investigation of the tobacco industry. It has condemned the Food and Drug Administration as it attempts to deal with the problems of children being seduced into smoking. It has supported the continued subsidies of the tobacco industry and its farmers. We are losing the war, and the people who have been elected to be responsible for the Nation are turning their backs on that whole effort.
