“Every study of this problem that we have looked at in America says adolescents are the most vulnerable, they are the most at risk. As was pointed out by the gentleman from Massachusetts, school districts did not endorse these materials. Richard Riordan is a wonderful superintendent of schools and asked that they be taken out, that the policy not allow them. This is not about those materials. It is about whether or not you can strike out at homosexuals, whether or not you can mug them, and batter them, and beat them on the floor of this Congress, because you cannot do it in the street, because it is illegal. That is what this is about, and the youngest and most vulnerable of those. I would just hope that we would not accept this amendment. This amendment is in fact poorly drafted. I am one who believes in mandates from the Federal Government to local school districts. But we in fact ought to do it when it is right, and we certainly ought to do it where it does not create this kind of harm.”
