In the transfer, somebody lost $50 million, and in the transfer they lost the right to all the volunteers, and in the transfer they lost the right of these thousands of citizens to participate with Fish and Wildlife or any other agency who are relying on these; yes, they were relying on the Biological Survey. The programs have now been abolished and transferred.
