Why would we not allow this Government to engage volunteers to collect samples of habitat or to map out areas and give that to the scientists and let the scientists make their determination? It is mindless, again, when private companies are asking for the help. You do not say only scientists. You say no volunteers. You say nobody from NBS on private land.
