the industry has got to be reluctant to allow EPA in because EPA has another function. OSHA has another function. That is, in fact, they have to fine them or deal with the industries in a regulatory sense if they see these flaws. And yet those are the same agencies we are asking to come in and do an impartial discussion, investigation of the root causes.
