I want to join in my chairman's statement about the nature of this agreement between the United States and the sovereign nations of the Indian nations of this country. To understand what this amendment does, this is not about negotiating with these tribes, as we do under the Indian Gaming Act or other such. This is to give the States a veto over the operation and the bringing in of after-acquired lands. What we now have is the ability to negotiate the terms and conditions, should the secretary end up deciding to bring those lands into trust. This completely upsets the balance.
