“The top priority of this Congress ought to be to get its house in order, and the cancer that is spreading throughout this institution and is spreading throughout our Government is the lack of decent, open, and fair ways to finance our campaigns. The current system is broken, it is corrupting of this institution, it is corrosive of our democratic institutions. The American people deserve something better, and we deserve an answer from the Republicans as to a date certain when they will bring campaign finance reform to the floor of the House of Representatives so this House can work its will. There is no question but there is a majority of people on this floor to reform the existing system. We should not be denied an opportunity to do that, and we ought to rearrange the priorities of this Congress.”
