He has been an ally my entire time in the Congress. It has been a pleasure and a genuine benefit to this Nation to have the gentleman on this committee and to have him in the Congress, and I certainly wish him the best. Mr. Speaker, I rise simply to express my support for this legislation. It is a long time coming. I want to commend our delegate from Guam for raising these issues and bringing these issues to a conclusion so we can successfully bring about the transfer of this land and so the Guamanian people can have much more say and control over the development of the resources and the assets of the Island of Guam.
