where we had the notion of creating a new refuge, and some of that may or may not have been speculative in nature, and landholders did not know what was going to happen or not happen, and that the authorization was a way to tell people what their situation was with respect to the creation of that. It is not a speculation that could go on year after year after year after year and inhibit people's ability to possibly use or sell their land. But I think this amendment goes way beyond that. I think this amendment does not do what the author wants it to do and it ought to be reconfigured certainly with respect to the problems regarding expansion. I thank the gentleman for yielding.
