I have two questions. One is, how are we going to pay for that program, and the second one is if we do not pay for that program because we have passed a series of laws around here, unfortunately, where we have told local government we would pay for the program, and it has never happened, and yet they are still mandated to carry out the program. We do that for education of the handicapped. We told them we would pay a percentage of excess costs. We never did that. They still have to educate handicapped children. What is going to happen here when this part is not funded?
