Let me ask in another case. We have a situation where irrigated lands, where water is brought to those lands under contract, and in some instances we have had to tell growers in the past, and very likely are going to have to tell them in the future, that they cannot irrigate of some of their lands because of toxic runoffs that have caused problems, both with the environment and with health. If we tell those growers that they cannot irrigate those lands under that water, are we under the purview of the gentleman's bill?
