let me correct what is being proposed this year by this polling plan of the President. He is intentionally not going to count 10 percent of the people initially. He is not going to go out and count everyone. In 1990, they tried to count everyone. They got 98.4 percent of the people. And, yes, we are not going to count everyone, we are going to miss a few people, but we need to do everything that we can to reach that 100 percent level. But this time around they are only going to count 90 percent of the people intentionally. They are intentionally going to not count 10 percent of the people. Then they are going to do this second sample. That is correct. They are going to count 90 percent of the people.
