They are in fact using the volunteers. Here it is. You still have not told me why you would ban this group of Americans from participating with the Government like hundreds of thousands of other Americans getting to participate on a voluntary basis. The gentleman from Ohio says if he goes into the hospital, he does not want a volunteer doing the work.
