It is interesting that they try to portray to the public that there essentially will be no cuts in these programs affecting the children, what have you, and yet they are also telling everybody that they cut all this money out so they can afford a tax cut to the wealthiest 1 percent of the people in the country. If there are no savings and no cuts, how do you pay for the tax cut? They say that they pay for the tax cut by the savings that they have made. You serve on the Committee on Armed Services. If you were to say to Congressman Cunningham, who serves, I believe, on the Committee on Armed Services with you. And he says this is not a cut, we are simply reducing the growth in spending. If you were to tell him that you were going to take the armed services down to current services to maintain this current fighting force next year and the year after, taking into account inflation and mission growth and all the other things that are taking place, and you told him that you were going to take away the money that would allow that, would he say, 'That is a cut' or would he say, 'That is not so bad; it is slowing the growth'?
