The Senate should not recess or do anything that would allow a recess appointment to take place. They should ensure that whoever would be appointed next, if he does step down, is somebody who is going to allow the Russia investigation to proceed unimpeded.
Swalwell calls for the Senate to prevent any recess appointments that could obstruct the Russia investigation.
