Just because he's not been criminally charged does not mean that there's not wrongdoing or that he didn't rise to the level of conduct that we'd want from a presidential candidate or from someone who's serving in the office.
Swalwell emphasizes that the absence of criminal charges against the president does not imply that his conduct is acceptable.
