Mr. Speaker, today I rise to recognize Union City Police Chief Brian Foley as he retires at the end of September after almost 30 years of service. Brian grew up in California before graduating from California State University, Chico, with a degree in business administration. In 1986, Brian joined the Union City Police Department, fulfilling a dream of becoming a police officer. He worked for the Union City Police Department in a variety of areas, including crime scene investigator, homicide detective, and SWAT team member. His hard work and skills propelled him into leadership roles such as SWAT team leader, sergeant, captain, and--since January 2012-- chief. On behalf of the residents of Union City and the 15th Congressional District, I want to thank Chief Foley for his years of dedicated and courageous service. He has played a key role in helping to keep the streets of Union City safe, and he will be sorely missed. I also wish Brian well as he enters the next phase of his life. I am sure he is looking forward to spending more time with his wife and children. After so many years of hard work for the people of Union City, this opportunity is well-deserved. ____________________
