For two years, the Republicans have controlled the House, the Senate, and White House and they've not been able to pass a budget without Democratic votes. And this time, we're going to say that the cost of that is going to be to protect the rule of law and to protect Mueller.
Swalwell indicates that Democrats will demand protection for the Mueller investigation as a condition for supporting the budget.
