The Clerk read as follows: Mr. Swalwell of California moves to recommit the bill H.R. 5711 to the Committee on Financial Services with instructions to report the same back to the House forthwith with the following amendment: Page 2, after line 2, insert the following new section: SEC. 103. PROTECTING U.S. ELECTIONS. The Secretary of the Treasury may not authorize a transaction described under section 101 by a U.S. financial institution if such institution is engaged in business with a foreign entity that has been found by the Secretary, in consultation with the Director of National Intelligence, to have engaged in or authorized cyber attacks targeting any election held in the United States.
