That is right, Mr. Boyle. Mr. Moulton talked about this. We are taking an issue--immigration--that there are two sharply different sides on in this House, and that is fine. That debate needs to happen. Most people on our side, almost everyone on our side wants a pathway to citizenship. But that debate must happen. Because of that debate, what we are seeing is the one issue that we have always agreed on since the Department of Homeland Security was created is now as divisive as the immigration issue, meaning that the Republicans would like to politicize an issue that has always had bipartisan support and make that just as divisive as they have made the immigration issue. I think that is, frankly, unfortunate. Mr. Moulton, I would invite you to close here on just your overall perspective on why we should or should not tie immigration to Department of Homeland Security funding.
