I would ask the gentleman from Pennsylvania, you talk about your call to service and after September 11, and you think back to that day, and I don't know if you remember, but I remember Members of Congress, Republicans and Democrats, standing on the stairs of the Capitol, on the steps of the Capitol and singing ``God Bless America'' and ``America the Beautiful.'' It was such a moment of collaboration. Every day since that day, up until now, homeland security and our Nation's security has always been about collaboration and bipartisanship. I just wonder, to hear that the Department of Homeland Security could be shutting down, hearkening back to what you thought about collaboration back then, does that gel, is that the collaboration that you had in mind and you always thought of around our Nation's security?
