Let me emphasize to Members the history on this issue. Unlike the prior majority, this majority is committed to passing a Homeland Security authorization into law. In 2005, 2 years ago, the House passed an authorization after the appropriations bill passed. Last year, 2006, the House did not bother to bring a bill to the floor. That is irresponsible in light of the Department's many problems. Democrats are committed to governing responsibly, and this is one step along that path.
