Without their singular leadership and without their inspiration in terms of sub-Saharan Africa, we would not have this bill before us today. Mr. Speaker, I am going to be very brief. I just want to make a couple of observations. One, there is 600 million people in 48 countries in sub-Saharan Africa. This is one of the areas of the world in which we have so much poverty, so much disease, AIDS; and we need to do much as a Nation, as people of the world to help these 600 million people to become consumers of the world as well as people that are living in poverty.
