The rule before us today is a fair rule that allows us to highlight transportation challenges and our vision for a better tomorrow. It is Congress' responsibility to provide our constituents with alternative modes of transportation, especially as we see increased congestion and ever rising gas prices. The Democratic majority is fighting to reduce our dependence on foreign oil and bring down gas prices and launch a cleaner, smarter energy future for America that lowers costs and creates hundreds and thousands of green jobs. This is a marked change from the 7 years of the current administration's energy policies of simply drilling for more fossil fuels and providing even greater taxpayer subsidies to big oil companies already earning record profits. The underlying bill, H.R. 6033, the Passenger Rail Investment and Improvement Act of 2008, takes huge steps to modernize Amtrak and give it the tools it needs to operate effectively and efficiently. By giving this Nation viable passenger rail, we will be able to decrease our dependence on foreign oil and give commuters options to get to work and school. In fact, Amtrak takes 8 million cars off the road. We have a commitment to maintain and improve the backbone of our Nation's transportation infrastructure system. This bill does just that, and I urge its adoption.
