Mr. Speaker, I just want to clarify, this bill eliminates the cuts in vital first responders programs, like the 55 percent cuts that the administration asked for in firefighter assistance grants. It preserves the Local Law Enforcement Terrorism Prevention Program that the administration wanted to close. And on contracting oversight management and personnel policies, it brings overdue reform to a Department in need. This is a good bill, and all Members should support it.
