I just want to reiterate this again: what my colleagues on the other side of the aisle fail to recognize or refuse to admit is that the Home Star Energy Retrofit Act is an authorizing measure; it does not include any appropriated funds. Moreover, there are no earmarks included in this legislation. The Congressional Budget Office has said that enacting the bill would not affect direct spending or revenues, therefore, PAYGO procedures would not apply. This process is not anything new, and the Republicans routinely approved proposals that authorized programs when they controlled this Chamber and the administration.
