I cannot answer that with specificity, but it would seem to me that if Congress fails to balance the budget that the President would have some authority, and whether this automatically confers a line-item veto or whether we do it separately, it would seem to me that the President should be a player and a dominant player in being able to assure that the budget is balanced.
