Last June, the then Under Secretary of Defense for Acquisition, Technology and Logistics, Ashton Carter certified to the Congress that the Global Hawk was 'essential to the National security'; and 'that there are no alternatives to the program which will provide acceptable capability to meet the joint military requirement at less cost'.
