Only 3 percent of that entire drug budget, which the Senator just accurately stated, goes to international narcotics control. Yet we know the drugs are coming in in 5-ton lots. We know the one area of responsibility we have is to control the borders in international drug control. No local government can do that, most certainly, and yet only 3 percent of the budget goes for that.
