Thank you, very much. Mr. President, this country has always had a great debate about drugs. Do you fight drugs on the supply side, or do you fight drugs on the demand side? There is no question but that we have a demand problem. But there is also no question that we have a supply problem. My answer to that is that this country has never really done both really well. We have never really engaged in an all-out fight against drugs on both the supply side and the demand side. What is before us today is somewhat limited in scope because it has to do with the certification action involving Mexico and whether that action should, in fact, take place; whether Mexico should be certified, as the President said. The resolution now before this body, known as the Coverdell-Feinstein amendment, I think is significant. Let me tell you the two ways that I look at this. This resolution is either the first step to a new and forceful partnership to fight drugs all out on both the supply side and the demand side, and to join with Mexico in so doing, to accept President Zedillo's statement that drugs are the No. 1 security problem of Mexico, and to add to that the United States statement that drugs are, in fact, the No.…
