The Marine Corps has an unfunded requirement for one additional sealift ship to complete their Maritime Prepositioning Force Enhancement [MPF (E)] program. In recent testimony before the Senate Armed Services Committee, Lieutenant General Martin Steele concluded that ``obtaining a 20th Large, Medium Speed Roll-on/Roll-off vessel (LMSR) and converting an LMSR to meet all MPF (E) requirements is the best solution to our third ship requirement.'' General Steele also notes that the situation in Kosovo has highlighted the need for the additional ship. In light of these comments, I believe that it is essential that Congress fund the procurement of the 20th LMSR.
