I have worked with him on this issue now for a long, long time. As you know, California has great and challenging forests. As I delved into the issue and became more and more involved and traveled over forests on helicopters and walked through forests, I realized how much they had changed from the time I was a child in California. I also thank the bipartisan group of Senators who have tirelessly negotiated this legislation, particularly the Senator from Oregon, Ron Wyden. He and I, on our side, have worked with a group of Republicans, knowing that both of us face States that are deeply challenged by forest fire. The need to develop a piece of legislation was crystal clear to both of us. This is very difficult, I think, for both of us because the prevailing environmental view has always been not to touch our forests, and that is what fire suppression was all about. Senator Wyden has been stalwart. It has been a great pleasure for me to work with him and his staff.
