Mr. President, by the end of President Obama's term in office, some detainees will have been held at Guantanamo without charge or trial for 15 years--15 years. We need to change this outcome, and we can do so with no threat to our Nation's security. For one detainee, Ibrahim Idris, his physical and mental problems at Guantanamo have gone on for so long that the government decided to finally drop its opposition to his legal argument that he is far too sick to stay locked up. There are others at Guantanamo who are desperate and in need of medical treatment. The PRESIDING OFFICER. The time of the Senator has expired.
