At the appropriate place in title V, insert the following: Sec. ____. (a) Findings.--Congress makes the following findings: (1) In May 1998, more than 1,200 people died in Indonesia as a result of riots, targeted attacks, and violence in Indonesia. According to numerous reports by human rights groups, United Nations officials, and the press, ethnic Chinese in Indonesia were specifically targeted in the riots for attacks which included acts of brutality, looting, arson, and rape. (2) Credible reports indicate that, between May 13 and May 15, 1998, at least 150 Chinese women and girls, some as young as 9 years of age, were systematically raped as part of a campaign of racial violence in Indonesia, and 20 of these women subsequently died from injuries incurred during these rapes. (3) Credible evidence indicates that these rapes were the result of a systematic and organized operation and may well have continued to the present time. (4) Indonesia President Habibie has stated that he believes the riots and rapes to be "the most inhuman acts in the history of the nation", that they were "criminal" acts, and that "we will not accept it, we will not let it happen again."
