No matter what we craft-- we have taken two cracks at it and missed. Maybe the third time will either be another strike or a home run. I don't know. But, nonetheless, no matter how the statute is crafted, it will affect just 1 to 2 percent of the victims of violent crime all across this great land. For me, that is a very great problem.
