Is it number one in your priority? I mean, don't you think we should have the cost, the schedule, and the scope baseline?

I think there's somebody with the green eyeshade down there in the Office of Management and Budget who just thinks it's a cool idea to talk ...

But if you're not funding it, do you think you can achieve it?
