I want to support a strong balanced budget amendment. But I want to support the right balanced budget amendment. In my first 2 years as U.S. Senator, I have had the opportunity to observe the standard operating procedure of the Senate--the budget, authorization, and appropriations processes--and I have become convinced that a balanced budget amendment is in order. The American people are sitting on a debt time bomb.
