Madam President, I concur with the statement of Democratic Leader Reid. The P5+1 agreement is an executive agreement that can remain in effect beyond this administration. In fact, portions of the agreement last 20 and 25 years, and others are forever binding on Iran. The United States has concluded other international agreements, such as the Helsinki Final Act and the Missile Technology Control Regime, that have endured. The Comprehensive Joint Plan of Action between the P5+1 and Iran is no different.
