I think there certainly ought to be an investigation. I cannot conceive of a staffer doing this without authorization. I cannot conceive of a staffer--if this is so staff can go and look at tax loopholes, in the first place, the Appropriations Committee does not need this. The Finance Committee can do that. Why does the Appropriations Committee need this authority? It does not make any sense. Not only that, if you are going to copy the legislation that relates to the chairman of the Finance Committee, there is a sanction there, a very heavy sanction for misuse of that information.
