As I understand it, the Stanford 9 is a nationally norm-referenced test. It can certainly be given every year, and I believe the Mayor will agree to that. If your question is, Are you saying the students will be tested every other year instead of every year, what I am saying is we can use it every year. If you are saying we want the test to change in the middle of the test period, I am being told that will mess up any fair evaluation.
