Everyone else who is legal in the country is required to buy the insurance or be taxed. So illegal immigrants are now exempt from the responsibility; but because the majority refused to put in the E-verification, the SERVE verification to make sure that illegals don't get into the benefit package, we have created a situation where illegals now are not required to pay, but they are guaranteed, because of a lack of verification, that they have access to the system. Sadly, Mr. Speaker, the fact is Joe Wilson was right: illegals do have access into a system that the President and Congress promised the American people would not be available.
