Sanctions can work only if they are multinational. There is plenty of business to be done in Europe and Asia.

Sanctions have worked. In fact, they have worked better over the last 50 years than major military interventions.

As to persuasion, we need a robust State Department. It is being cut back. That is a national security issue.
