This is mind-boggling. I guess, once again, we are doing something that does not make any sense in this process. The other point I think I would like to make in closing is that, once again, this is something that will be supposedly defunded that we don't fund that has to do with the world. It has to do with retreating from the world in terms of just the agenda of the Republicans. Mr. Chairman, I urge a ``no'' vote, and I hope that Members will look at how they are manipulating and misrepresenting this appropriations process because when we start defunding what we don't fund, that is very disingenuous and misleading to the public. Mr. Chairman, I urge a ``no'' vote, and I yield back the balance of my time.
