As the chair of the 42-Member-strong Congressional Black Caucus, I rise this evening to continue sounding the alarm about the urgent and vital need to create jobs in America, especially in those communities that have been disproportionately hit, which are suffering the brunt of this economic crisis and which, as a result, are in desperate need of targeted, concrete and meaningful opportunities.
