This bill is about more than home improvements. It's about reducing energy demand by expanding the use of cost-effective, energy-efficient technologies, for which my district and the State of California have long been a leader. This bill is about healthier homes and healthier communities, and it's critically important that we recognize that this bill is about the creation of good-paying, high-quality green jobs. I am pleased that this legislation will incentivize targeted job training and financial assistance to low-income communities and the chronically unemployed, as well as the recruitment of small, women-owned and minority-owned businesses.
