This, quite frankly, is unconstitutional, first of all. It doesn't make any sense, second. It really sends the worst signal in the world for those young people who want to go into public service serving our country. I am really shocked. Mr. Chair, I urge a ``no'' vote on this amendment, and I yield back the balance of my time.
