Thank you very much. Let me just acknowledge the role of the Congressional Black Caucus in this and thank our leadership for working with us to make sure that these provisions were included because these provisions will ensure that we serve and that we empower and include those hardest hit by the economic recession and that no one is left behind in this bill, and will really look at how to achieve and rectify historical, environmental injustices. With that in mind, I strongly urge my colleagues to support the rule and this legislation.
