Let me thank our ranking member, Mrs. Lowey, for yielding and for her tremendous leadership. Let me just start by saying that, yes, as an appropriator, I am very troubled by the shameful, first of all, inadequate funding levels and the dangerous policy riders in this bill. Let's be honest: the bill before us in no way is a genuine effort to address the humanitarian crisis on our borders. We should be trying to help these children by making sure that they are safe and receiving due process, rather than militarizing our southern border. Instead, this bill strips protections for children and accelerates deportations of children back to nations with some of the highest rates of deadly violence on the planet. According to a report by the United Nation's High Commissioner for Refugees, nearly 60 percent of affected children would qualify for international protections and stated that they were fleeing violence. This bill is shameful and does not reflect our country's proud legacy as a Nation of immigrants. We should be debating real proposals like comprehensive immigration reform that could really improve the lives of people and the American economy. We could pass it today. Instead, we are here playing politics with the lives of children. This bill flies in the face of our values and does nothing, once again, to address due process for these children. This was a terrible bill yesterday; it is worse tonight. It will not become law, thank goodness.…
